Overview 

As part of the Victorian Government’s Housing Statement released in September 2023, mandatory education and continuing professional development (CPD) will become compulsary for all Victorian real estate professionals. This includes agents’ representatives, estate agents, and owners corporation managers. 

This initiative is designed to enhance professionalism, strengthen industry skills, and ensure that all agents remain current with evolving regulations, practices, and industry expectations. 

Key Dates

The Victorian Government will publish the final education and mandatory CPD regulations. Early 2026
Agents’ representatives will be required to register with the Business Licensing Authority (BLA), which will verify eligibility under the Estate Agents Act. 25th November 2026
Agents’ representatives and estate agents will be required to undertake annual continuous professional development (CPD). These requirements will be finalised in 2026.1st April 2027
Registered OC management companies must appoint an Officer in Effective Control (OIEC), who must then register with the BLA.30th June 2027
Owners corporation managers will be required to complete minimum education requirements. These requirements will be finalised in 2026.30th June 2027
Owners corporation managers will be required to complete annual CPD. These requirements will be finalised in 2026.1st April 2028

What is Changing 

The Victorian Government is consulting industry stakeholders, including the REIV, and developing industry-wide regulations to finalise the new CPD framework. 

These include : 

  • Introducing minimum education requirements for owners corporation managers

  • Establishing registration requirements for agents’ representatives

  • Drafting and refining new CPD regulations

REIV Submission on Education and Mandatory CPD Reforms

The REIV has made a detailed submission based on the Victorian Government’s Regulatory Impact Statement (RIS), outlining proposed reforms to education, CPD, and registration fees for real estate professionals. The submission reinforces the REIV’s long-standing position that strengthened education standards and mandatory CPD are essential to improving professionalism, consumer protection, and workforce capability across the sector. 

Throughout the submission, the REIV highlights its readiness to support implementation through its extensive CPD infrastructure, training expertise and industry reach. The Institute has emphasised that the final regulatory framework must balance consumer needs with the operational realities facing practitioners, particularly in light of recent rental reforms and the forthcoming findings of the Owners Corporation Act review.
